长三角一体化背景下城乡公交高质量发展研究——以苏州市为例

Research on the High-Quality Development of Urban and Rural Public Transport under the Background of Yangtze River Delta Integration

为缩小城乡发展差距,提升公共服务均等化水平,助力全面建成小康社会,以苏州为例探索长三角城市群城乡公交更高质量的发展方向。首先,分析了城乡公交的发展阶段,将城乡公交发展分为客运班线公交化改造、构建管理型城乡公交体系、构建功能型城乡公交体系三个阶段,长三角地区城乡公交发展水平大多处于第二阶段至第三阶段。然后,研究了城市群城乡公交在区域差异、特色公交、智能化水平、工作机制方面的发展痛点。最后,提出区域一体、统筹规划,因地制宜、求同存异,智慧赋能、品质服务,机制引领、协同发展的发展策略,并给出发展对策及建议。

In order to narrow the gap between urban and rural development,improve the level of equalization of public services,and help build a well-off society in an all-round way,take Suzhou as an example to explore the development direction of higher quality urban and rural public transport in the Yangtze River Delta urban agglomeration.First of all,this paper analyzes the development stages of urban and rural public transport.The development of urban and rural public transport is divided into three stages:the transformation of passenger transport routes,the construction of a management oriented urban and rural public transport system,and the construction of a functional urban and rural public transport system.The development level of urban and rural public transport in the Yangtze River Delta region is mostly in the second stage to the third stage.Then,the development pain points of urban and rural public transport in urban agglomeration in terms of regional differences,characteristic public transport,intelligent level and working mechanism are studied.Finally,this paper proposes the development strategy of regional integration,overall planning,adapting to local conditions,seeking common ground while retaining differences,intelligent empowerment,quality service,mechanism guidance and coordinated development,and puts forward development countermeasures and suggestions.
