校企战略科技合作﹑产业双元创新和行业高质量发展--基于我国信息技术行业的分析

Strategic Scientific and Technological Cooperation between Universities and Enterprises,Industrial Dual Innovation and High-Quality Development of the Industry--Analysis Based on China's IT Industry

以我国IT业为例,提出四项理论假设并构建理论概念模型以反映我国IT行业实现高质量发展的复杂运作机制。测算和分析行业全要素生产率,采用社会网络分析法简析中国IT业中的校企战略科技合作情况,并在此基础上选取中国IT业12年的全国时序数据实证研究其校企战略科技合作﹑产业双元创新和行业技术进步的关系。研究发现:IT业自主创新对行业技术进步具有正向影响,而且作用比技术引进更大。引进吸收国外技术并不必然推动技术进步。校企战略科技合作对行业自主创新过程具有正向调节作用,但对中国IT业自主创新引致行业技术进步过程未能起到显著调节作用。IT行业技术进步应主要依靠中国科技的自立自强,杜绝盲目引进技术。IT业界在自主创新中应加强校企战略科技合作;在自主创新之后,应进一步借助高校力量推动成果的学习、扩散﹑转移和转化。

Promoting the high-quality development of the national economy is the common goal of China's scientific and technological circles and industry circles.This study focuses on industry.Taking China's IT industry as an example,we proposes four theoretical assumptions and constructs a theoretical conceptual model to reflect the complex operation mechanism of China's IT industry to achieve high-quality development.Then,we calculate and analyze the total factor productivity of the IT industry,build an innovation cooperation network between 8 high-level university subjects and 5 science and technology leading enterprises in China's IT industry from 2009 to 2020,and use the social network analysis method to briefly analyze the strategic science and technology cooperation between universities and enterprises in China's IT industry.On this basis,we select the national time series data of China's IT industry from 2009 to 2020(a total of 12 years),and apply the moderated mediating effect model to empirically study the relationship between university-enterprise strategic scientific and technological cooperation,industrial dual innovation and industrial technological progress in China's IT industry.The main findings of the study are that independent innovation in IT industry has a positive impact on the technological progress of the industry.Moreover,the role of independent innovation is greater than that of technology introduction.The introduction and absorption of foreign technology does not necessarily promote the technological progress of IT industry.The strategic science and technology cooperation between universities and enterprises in China's IT industry has a positive moderating effect on the process of independent innovation in the industry,but it has not played a significant moderating role in the process of industrial technology progress caused by independent innovation in China's IT industry.Put forward suggestions:the technological progress of IT industry should mainly rely on the self-reliance of China's science and technology,and eliminate the blind introduction of technology.The IT industry should strengthen the strategic scientific and technological cooperation between universities and enterprises in the process of independent innovation,and further promote the learning,diffusion,transfer and transformation of independent innovation achievements with the help of universities after independent innovation.
