新冠疫情应急防控下水电工程防疫专项费用研究

Study on Special Expenses for Epidemic Prevention of Hydropower Projects under the Emergency Prevention and Control of COVID-19 Epidemic

为妥善处理新冠肺炎疫情对水电工程造价的影响,有效促进水电工程开复工,可再生能源定额站对新冠疫情下水电工程的费用调整提出了建议,但较为宏观,实施时可操作性有所欠缺。以合同中不可抗力相关约定为准线,结合可再生能源定额站发布的文件,参考不同行业费用调整的处理方式,针对新冠疫情应急防控期间未停工的水电工程项目,阐述了新冠疫情下水电工程防疫专项费用管控的要点,并提出了易于专项费用计算的标准,为建设单位估算新冠疫情应急防控下的防疫专项费用提供参考借鉴。

In order to properly deal with the impact of the COVID-19 epidemic on the cost of hydropower projects and effectively promote the resumption of hydropower projects construction,the renewable energy rating center put forward suggestions on the cost adjustment of hydropower projects under the COVID-19 epidemic.However,the suggestions is not quite practicable.Based on the force majeure agreement in the contract,combined with the documents issued by the renewable energy rating center,and referring to the handling methods of fee adjustments in different industries,the paper analyzes the hydropower projects under the COVID-19 epidemic for the hydropower projects which have not stopped construction during the emergency prevention and control of the COVID-19 epidemic.The key points on the control of special expenses for epidemic prevention are analyzed and the standards that facilitating the calculation of the special expenses are proposed,which can provide reference for the construction unit to estimate the special expenses for epidemic prevention under the emergency prevention and control of the COVID-19 epidemic.
