Strengthen Data Governance of National Smart Education Platform:Experience Insights and Path Optimization

加强数据治理是推进教育数字化战略纵深发展的关键所在。随着国家智慧教育平台的大力推广和普及应用,海量教育数据正在源源不断的加速产生和汇聚。如何对累积下来的数据资源进行科学、高效治理,是国家智慧教育平台高质量运行亟待解决的重要问题。该文在分析总结国内外教育数据治理的积极探索经验的基础上,结合调研发现的现实问题,针对性的提出促进国家平台教育数据治理的五项优化举措:健全系统观指导下的智慧教育平台全局数据治理创新机制,形成全量覆盖、分类分级、动态更新的全国一体化平台数据目录体系,建立一体高效、安全可控的智慧教育平台数据交换共享体系,加强用户画像全生命周期隐私保护与数字伦理建设,大力推进智慧教育平台数据的深度开发与应用场景示范,以期为国家智慧教育平台数据治理提供借鉴指导,加速教育全面数字化转型。

Strengthening data governance is the key to advancing the deep development of the digitalization strategy in education.With the vigorous promotion and widespread application of the national smart education platform,a massive amount of educational data is being generated and aggregated at an accelerating pace.How to scientifically and efficiently govern the accumulated data resources is an important issue that urgently needs to be addressed for the high-quality operation of the national smart education platform.This article analyzes and summarizes the positive exploratory experiences of education data governance at home and abroad.Focusing on existing problems,it proposes five optimized measures to promote the governance of educational data on the national platform:establishing an innovative mechanism for comprehensive data governance of the smart education platform under the guidance of a systemic view,forming a nationwide integrated platform data catalog system that covers all aspects,is categorized and graded,and is dynamically updated,establishing an integrated,efficient,secure,and controllable data exchange and sharing system for the smart education platform,strengthening privacy protection and digital ethics construction throughout the entire lifecycle of user profiles,and vigorously promoting the deep development and application of data in the smart education platform to demonstrate its potential in various scenarios.It is expected to provide guidance and reference for the governance of educational data on the national smart education platform and accelerate the comprehensive digital transformation in education.
