健康老龄化服务效能的区域差异分析:来源分解与驱动力量

Original Causes and Driving Forces:An Analysis of the Regional Differences in the Effectiveness of Healthy-aging Services in China

准确把握健康老龄化服务效能的区域差异,对于优化健康老龄化服务体系、促进老年健康事业的区域协同发展具有重要现实意义。基于此,运用健康老龄化服务效能评价模型,从区域差异视角对我国健康老龄化服务效能进行评价分析,并通过方差分解和Dagum基尼系数考察了区域差异的来源,然后采用QAP方法揭示出健康老龄化服务效能区域差异的驱动力量。研究发现:我国整体的健康老龄化服务效能及其三个子系统都存在明显的区域差异;人力支持、财力支持以及服务可及性方面的差异成为我国健康老龄化服务效能差异的主要结构来源,但该结构来源存在显著的地域异质性;而我国健康老龄化服务效能的总体差异则主要源于地区间差异,并且“东—中”和“东—西”之间的差异是形成地区间差异的主要原因;在驱动力量方面,财力支持差异对健康老龄化服务效能差异的驱动作用最强。

Accurately understanding the regional differences in the effectiveness of healthy-aging services is of great practical significance for optimizing the healthy-aging service system and promoting the regional coordinated development of the healthy-aging projects in China.With this understanding,this paper uses the evaluation model for the effectiveness of healthy-aging services to evaluate and analyze the effectiveness of healthy-aging services in China from the perspective of regional differences,examines the original causes of the regional differences through the variance decomposition and Dagum s Gini coefficient,and reveals the driving forces of the regional differences in the effectiveness of healthy-aging services by using the QAP method.It concludes that there are significant regional differences in the overall effectiveness of healthy-aging services and its three subsystems in China.The differences in human support,financial support,and service accessibility have become the main structural causes of efficiency differences in China s healthy-aging services,but there is significant regional heterogeneity.The overall difference in the effectiveness of healthy-aging services in China is mainly related to the regional differences,while the differences between“the East and the Central”and between“the East and the West”are the main causes for the regional differences.In terms of driving forces,the difference in financial support has the strongest driving effect on the effectiveness of healthy-aging services.
