新时代农村环境治理共同体建构逻辑理路、现实挑战与优化路径研究

Research on the Logical Rationale,Practical Challenges and Optimization Path of Constructing Rural Environmental Governance Community in the New Era

农村环境治理是建设生态宜居和美乡村的内在构成要素,构建农村环境治理共同体是新时代中国农村环境治理的价值取向与行动指南。通过建立“利益-文化-情感”的密切联结与互动,农村环境治理共同体能够有效激发各治理主体参与农村环境治理的内生性动力,破解农村环境治理中主体缺位与错位的困境。当前,农村环境治理共同体建构的实践在一定程度上存在生态利益碎片化、文化认同不一致及情感联结纽带缺失的现实挑战。为此,应以共同生态利益为坚实基础、以重塑不同主体的文化共振与情感联结为重要抓手,建设融合利益、文化与情感为一体的新型环境治理机制,从而提升农村环境治理效能,实现环境治理体系和治理能力的现代化转型。

Rural environmental governance is an intrinsic component of building an ecologically livable and beautiful countryside,and the construction of a rural environmental governance community is a value orientation and action guide for rural environmental governance in China in the new era.Through the establishment of“interest-culture-emotion”close linkage and interaction,the rural environmental governance community can effectively stimulate the endogenous motivation of the main governing bodies to participate in rural environmental governance,and solve the dilemma of the lack of the main body and misplaced in the rural environmental governance.At present,the practice of constructing rural environmental governance community to a certain extent exists the real challenges of fragmentation of ecological interests,inconsistent cultural identity and lack of emotional ties.Therefore,we should take common ecological interests as a solid foundation and reshape the cultural resonance and emotional connection of different subjects as an important hand,and build a new environmental governance mechanism integrating interests,culture and emotions,so as to enhance the effectiveness of rural environmental governance and realize the modernization and transformation of the environmental governance system and governance capacity.
