基于双重预防机制的实验计划及风险处置备案书及应用 被引量:1

摘要 该文将学校、院系、实验室三级安全管理体系与实验室项目管理工作相结合,构建基于双重预防机制的实验计划及风险处置方法研究体系。基于“1+N”模型,实验管理员编制1册《实验计划及风险处置标准化备案书》,实验人员编制数册《实验计划及风险处置备案书》。通过一项目一备案书,开展自查与检查相结合,全员参与实验项目风险辨识、评估与分级管控,隐患排查、整改与复查的全程闭环式安全管理。实践表明,《实验计划及风险处置备案书》的应用,提升了师生风险辨识、隐患排查、安全防护及应急处置能力,有效预防和遏制了安全事故的发生,筑牢了实验室安全防线。 This paper combines the three-level laboratory safety management system of the school,college and laboratory with experimental project,a research system of experimental plan and risk disposal method based on the double prevention mechanism is constructed.Based on the‘1+N’model,the experimental management personnel will prepare one volume of the Standardization Filing Form for Experimental Plans and Risk Disposal,and the experimental personnel will prepare several volumes of the Experimental Plans and Risk Disposal Filing Form.Through a project filing document,a closed-loop safety management system is carried out that combines self-inspection and inspection,full participation in the experimental project risk identification,risk assessment,risk grading control,hidden danger investigation,rectification,and review.The practice shows that the application of Experimental Plans and Risk Disposal Filing Form improves the ability of risk identification,hidden danger investigation,safety protection and emergency disposal of teachers and students,effectively prevents and curbs the occurrence of safety accidents,and builds a strong laboratory safety defense line.
