提升海口市耕地占补平衡管理水平的对策建议

Suggestions for improving balanced management of cultivated land occupation and supplement in Haikou

“十四五”期间,随着海南自由贸易港的建设发展,海口市作为海南自由贸易港核心引领区和自贸港建设排头兵,担负着建设江东新区和各产业园区的重任,耕地占补平衡工作将面临更加严峻的挑战,亟待增加补充新增耕地指标的途径,提升补充耕地能力,才能保障土地资源要素供给和非农建设占用耕地项目的顺利实施。本文通过分析海口市耕地占补平衡落实情况,探讨当前占补平衡存在的占用耕地增加、耕地后备资源不足、易地补充耕地指标交易数量有限等问题,并提出提升占补平衡管理水平的对策建议。

During the 14th Five-Year Plan period,Hainan Free trade Port has been promoted greatly.Haikou,as the leading area of Hainan Free trade Port and the vanguard of free trade port construction,is responsible for the construction of Jiangdong New Area and various industrial parks.The balance between occupation and supplement of cultivated land will face more severe challenges.Therefore,it is urgent to increase ways to supplement the index of newly added cultivated land and improve the capacity of cultivated land.Only in this way,can we guarantee the supply of land resources and the smooth implementation of non-agricultural construction projects on occupied farmland.Based on the analysis of the implementation of the balance between occupation and supplement of cultivated land in Haikou City,this paper discusses the problems existing in the current situation between occupation and supplement of cultivated land,such as the increase of occupied land,the shortage of reserved cultivated land,the limited number of transact cultivated land.It then puts forward some suggestions for improving the management of the balance between occupation and supplement of cultivated land.
