中国现代流通体系建设水平测度及时空演化特征研究

Measurement of Construction Level of China’s Modern Circulation System and Its Spatial-temporal Evolution Characteristics

立足构建新发展格局时代背景,剖析现代流通体系的本质内涵、特征属性与建设目标,通过构建测度指标体系,得出2003—2019年中国省域现代流通体系建设水平得分,运用Dagum基尼系数和Kernel密度估计方法,对中国现代流通体系建设水平的地区差异、差异来源与分布动态演进规律展开深入探索。研究发现:现代流通体系具有数字技术赋能、消费偏好引领、增值服务嵌入、模式创新迭代、物流精准配套、低碳环保运行等特性,是市场经济步入成熟阶段后流通体系沿着高质量发展方向应运而生的创新演进形态。当前中国现代流通体系建设整体水平呈现稳步提升态势,但地区分异态势依旧显著,其中地区间差异贡献最大,各省份现代流通体系建设水平分布动态演进特征总体呈现由集中向分散的嬗变格局,不同经济区域的分布动态演进特征各有不同。因此,推动现代流通体系建设的各项改革举措需要基于多维视角总体统筹、一体推进,并须综合考虑各地实际,因地施策、因时施策,不能搞“一刀切”。

On the background of building a new development pattern,this paper analyzes the essential connotation,characteristics and construction objectives of modern circulation system.By constructing a measurement index system,the paper obtains the 2003-2019 provincial modern circulation system construction level score,using Dagum Gini Coefficient and Kernel Density Estimation method,to explore regional differences,sources of differences and dynamic evolution characteristics of the distribution of China’s modern circulation system construction level.The study finds out that the modern circulation system has characteristics of digital technology empowerment,consumer preference guidance,value-added service embedding,model innovation and iteration,precise logistics matching,low-carbon and environmentally friendly operation,etc.It is the high-quality development of the circulation system after the market economy has entered a mature stage.At present,the overall level of China’s modern circulation system construction is steadily improving,but the trend of regional differentiation is still significant.Among them,inter-regional differences contribute the most.The dynamic evolution characteristics of the construction level in various provinces generally show a pattern of evolution from concentration to decentralization.The characteristics of dynamic evolution of distribution of different economic regions are different.Therefore,reform measures to promote the construction of modern circulation system need to base on overall planning and integrated promotion from a multi-dimensional perspective,and must comprehensively consider local reality,implement policies according to local conditions and time,and cannot be“one size fits all”.
