从合作生产转向价值共创:公共服务供给范式的演进历程

From Cooperative Production to Value Co-creation:The Evolution of Public Service Supply Paradigm

鉴于合作生产在面临复杂情景和多元价值诉求等方面存在解释力不足的困境,越来越多的研究强调需要从合作生产转向价值共创。但对合作生产转向价值共创的转向标准、研究内容、演进历程和原因缺乏系统性梳理。文章通过对现有国际文献研究,有如下发现:首先,根据合作生产与价值共创概念特征的梳理,可将合作生产转向价值共创划分为传统模式合作生产、以用户为中心的合作生产、公共部门驱动的合作生产和价值共创;其次,合作生产与价值共创研究主要涉及公平、知识共享、互动、制度、系统性等议题,二者在研究议题上存有共性与差异;再次,合作生产转向价值共创的演变过程遵循同化、分化、整合的范式,经历了公共服务主导逻辑、公共服务逻辑等阶段;最后,合作生产转向价值共创源于以用户为中心的价值共创能精准定位公众的需求、价值共创可缓解以组织为中心导致的公共服务质量低下的难题、价值共创可使公共管理研究范式由网络进阶到公共服务生态系统。

In view of the insufficient explanatory power of cooperative production in the face of complex scenarios and multiple value demands,more research emphasizes the need to shift from cooperative production to value co-creation.However,there is a lack of systematic study on the standard,content,evolution and reasons.Through international literature review,this paper has the following findings:firstly,the shift from cooperative production to value co-creation can be divided into traditional cooperative production,user-centered cooperative production,public sector-driven cooperative production and value co-creation.Secondly,the research on cooperative production and value co-creation mainly involves fairness,knowledge sharing,interaction,system and systematicness,and there are similarities and differences between them.Thirdly,the evolution follows the paradigm of assimilation,differentiation and integration,and has gone through the stages of public service-oriented logic and public service logic.Finally,the shift stems from the fact that user-centered value co-creation can accurately locate the public needs,and can alleviate the problem of low quality of public services caused by organization-centeredness,and value co-creation can advance the research paradigm of public management from network to public service ecosystem.
