我国省属大型国有煤炭企业的跨区域集聚与流动——基于尺度重组分析框架

Cross Regional Agglomeration and Flow of Large Provin⁃cial State-owned Coal Enterprises in China Based on an Analytical Framework of Scale Reorganization

基于尺度重组理论,以我国中东部八家省属大型国有煤炭企业的跨区域集聚与流动为研究对象,借助地域化和尺度化、去地域化和尺度重组、再地域化和尺度修复互相嵌套的内在逻辑,从地理尺度和权力尺度两个维度,分析其在2000—2020年跨区域空间重构和不同尺度间的权力重组情况。研究发现:省属大型国有煤炭企业跨区域发展呈现“大集聚,小分散”的空间布局特征,历经起步期、活跃期和休整期的周期性演化;存在主副并存、多业并举、多元化经营效果显著的产业布局规律;引发了国家与组织间、组织与组织间、地方与组织间权力关系的重置、分散以及交叠问题。在新发展格局背景下,建议从优化准入调控、完善管理体制、优化战略布局、激发内生动力等方面,高效完成煤炭企业跨区域尺度重组,更好实现跨区域布局企业的高质量发展。

Based on the theory of scale reorganization,taking the cross regional agglomeration and flow of eight large provincial state-owned coal enterprises in central and eastern China as the research object,and with the aid of the internal logic of the nesting of regionalization and standardization,de-regionalization and scale reorganization,re-regionalization and scale repair,this paper analyzes its cross regional spatial reconstruction and power reorganization between different scales from the two dimensions of geographical scale and power scale from 2000 to 2020.It is found that the cross regional development of provincial large state-owned coal enterprises presents the spatial layout characteristics of"large agglomeration,small dispersion",and has undergone periodic evolution in the starting period,active period and rest period.At the same time,there is a pattern of industrial layout with the coexistence of main and auxiliary industries,simultaneous development of multiple industries,and significant diversification effect.It triggered the reset,decentralization and overlapping of power relations between the state and organizations,organizations and organizations,and local governments and organizations.Under the background of the new development pattern,it is suggested to efficiently complete the cross regional scale reorganization of coal enterprises from the aspects of optimizing access control,improving management system,optimizing strategic layout,and stimulating endogenous power,so as to better realize the high-quality development of cross regional layout enterprises.
