产业结构变迁如何影响新旧动能转换?——基于营商环境和数字经济环境的机制分析

How Does the Change of Industrial Structure Affect the Transformation of Old and New Dynamic Energy?——Mechanism Analysis Based on Business Environment and Digital Economy Environment

产业结构变动是否影响新旧动能转换,成为加快经济增长方式转型、深入推进动能转换亟需回答的理论问题。基于2006-2019年中国274个地级及以上城市层面的面板数据,从需求侧和供给侧构建了新旧动能转换的指标评价体系,实证考察了产业结构变迁对新旧动能转换的影响。研究发现,产业结构变迁能够促进新旧动能转换,且通过稳健性和内生性检验,基准回归结果依然显著,进一步机制和异质性检验发现,营商环境的改善强化了产业结构变迁对新旧动能转换的促进作用,数字经济环境通过加强产业结构变迁推动新旧动能转换,同时,产业结构变迁存在普惠性,对中国中西部和外围城市新旧动能转换质量提高的积极作用更大。

Whether the change of industrial structure affects the conversion of new and old dynamic energy has become a theoretical question that needs to be answered urgently to accelerate the transformation of economic growth mode and further promote the transformation of dynamic energy.Based on the panel data of 274 prefecture-level and above cities in China from 2006 to 2019,this paper constructs an index evaluation system for the conversion of new and old dynamic energy from the demand side and the supply side,and empirically examines the impact of advanced industrial structure on the conversion of old and new dynamic energy.It is found that the change of industrial structure can promote the conversion of new and old dynamic energy,and through the robustness and endogenous test,the benchmark regression results are still significant.Further mechanism and heterogeneity tests find that the improvement of the business environment strengthens the promotion effect of the change of industrial structure on the transformation of new and old dynamic energy,and the digital economy environment promotes the conversion of new and old dynamic energy by strengthening the change of industrial structure.At the same time,the inclusiveness of industrial structure change has a greater positive effect on improving the quality of new and old dynamic energy conversion in central and western cities and peripheral cities.
