数字经济发展对产业结构升级的影响及其区域差异

The Influence of the Development of Digital Economy on the Upgrading of Industrial Structure and Its Regional Differences

通过对数字经济发展影响产业结构升级的路径加以理论分析,构建了数字经济和产业结构升级的衡量指标,并运用2015年~2020年全国省级面板数据进行空间计量检验.结果表明:(1)数字经济发展存在正的空间自相关性,邻近区域之间发展呈现出一定的集聚特征;(2)数字经济发展可以有效地促进本地区产业结构升级,同时对周边地区产生正的空间溢出效应,且这种促进作用呈现出区域异质性,东部地区作用效果最为显著,西部地区效果最差;(3)固定资产投资、城市化水平提高在促进本地区产业结构升级的同时对周边地区造成负的溢出效应;(4)政府干预过多不利于产业结构优化升级;(5)技术创新存在正的溢出效应,但由于目前国内创新能力较为薄弱,技术创新的推动作用不够明显.根据这些结论为更好发挥数字经济对产业结构升级的促进作用提出相关政策建议.

Through the theoretical analysis of the path that the development of digital economy affects the upgrading of industrial structure,the measurement indicators of digital economy and industrial structure upgra-ding are constructed,and the national provincial panel data from 2015 to 2020 are used for spatial econometric test.The results show that:(1)there is positive spatial autocorrelation in the development of digital economy,and the development between adjacent regions presents certain agglomeration characteristics;(2)The develop-ment of digital economy can effectively promote the upgrading of industrial structure in the region,and produce a positive spatial spillover effect on the surrounding areas,and this promotion shows regional heterogeneity.The effect of the eastern region is the most significant,and the effect of the western region is the worst;(3)The im-provement of fixed asset investment and urbanization not only promotes the upgrading of industrial structure in the region,but also has a negative spillover effect on the surrounding areas;(4)Excessive government intervention is not conducive to the optimization and upgrading of industrial structure;(5)There is a positive spillover effect of technological innovation,but due to the weak domestic innovation ability,the driving effect of technological innovation is not obvious enough.According to these conclusions,this paper puts forward relevant policy sugges-tions for giving better play to the role of digital economy in promoting the upgrading of industrial structure.
