天津市继续医学教育发展历史演进与思考

Historical Evolution and Reflection on the Development of Continuing Medical Education in Tianjin

继续医学教育作为院校教育和毕业后教育的补充和延续,是理论与实践相结合的深层终身教育制度。在国家政策的指导和天津市卫生健康委(原天津市卫生局)的带领下,天津市的继续医学教育工作在过去的33年里经历了从无到有,从建立各级组织机构,到日益更新管理手段和管理制度的发展历程。尽管现如今天津市继续医学教育管理已经实现了多元化、多方位的信息化,但是改革和发展仍在路上。继续医学教育干部队伍的建设和管理制度的完善需要加强;工作过程管理和评价管理体系需要建立;远程教育作为不可或缺的部分将会蓬勃开展。继续医学教育的社会效益和经济效益,是需要时间来见证的,必须放眼长远。

Continuing medical education(CME)is a lifelong medical education system intending to help medical personnel learn new theories,knowledge,technologies,and methods.Under the guidance of national policies and the leadership of Tianjin Municipal Health Bureau,CME work in Tianjin has improved tremendously over the last 33 years.New management agencies are established at all levels,and the management systems underwent multiple updates.Although the management of CME in Tianjin has undergone a digital transformation,further reform and development of CME are underway.The current paper discusses several initiatives:first,the CME management system and leadership team need to be further strengthened.Second,a comprehensive evaluation system for the CME work management process must be established.Third,distance learning infrastructure,such as online-based education,needs continuous development and dissemination as an indispensable part of CME.Long-term investments are needed since it will take time for the social and economic benefits brought by CME to take place.
