三峡后续产业扶持项目实施效果与移民受益情况研究

Implementation effect of follow-up industry support and benefit of immigrants of the Three Gorges Project

移民安稳致富和促进库区经济社会发展是三峡后续工作规划的首要任务。为综合评价三峡后续产业扶持项目(园区)的实施效果,评估产业项目移民受益情况,选取59个产业项目(园区)、41个移民村和335个移民户作为研究对象,构建包括项目(园区)实施效果和移民受益情况在内的三级指标体系。研究表明:三峡后续产业扶持项目总体运营良好,项目建设取得了显著成效,并从地方配套政策、加强项目跟踪监管、拓展移民受益链接机制和增加移民受益方式4个方面提出了建议。

Stability and prosperity of immigrants and the promotion of economic and social development of the reservoir area are the primary tasks of the Three Gorges follow-up work planning.In order to comprehensively evaluate the implementation effect of the Three Gorges follow-up industrial support projects(parks)and assess the benefits of industrial project resettlement,59 industrial projects(parks),41 resettlement villages and 335 resettled households were selected asresearch objects to construct a three-level indicator system,including the implementation effect of the parks and the benefits of resettlement.The study showedthat the overall operation of the Three Gorges follow-up industry support project is good,and the project construction has achieved remarkable results.Suggestions are put forward in four aspects:local supporting policies,strengthening project tracking supervision,expanding the benefit link mechanism of immigrants and increasing the ways of benefiting immigrants.
