摘要
使用地级市2007年与2008年的截面数据构建了数字政府发展与出口技术复杂度的计量模型。实证结果发现,数字政府发展对地级市的出口技术复杂度有显著的正向促进作用,利用2005—2018年的面板数据把“宽带中国”政策的双重差分交互项作为外生冲击、利用1984年邮电数据作为工具变量进行内生性检验后,依然稳健,可以得到数字政府发展能够有效促进出口技术复杂度提升的结论。为此各地应重视政府数字化发展,贯彻落实“宽带中国”政策,这对增加出口技术先进性,提升工业品在全球价值链中的位置,有着十分重要的意义。
This paper uses the cross-sectional data of prefecture-level cities in 2007 and 2008 to build an econometric model of digital government development and export technology complexity.The empirical results show that the development of digital government has a significant positive role in promoting the complexity of export technology in prefecture-level cities.After using the panel data from 2005 to 2018 to take the double differential interaction of the"broadband China"policy as an exogenous impact,and using the post and telecommunications data of 1984 as a tool variable to conduct the endogenous test,the conclusion is still stable.We can draw the conclusion that the development of digital government can effectively promote the increase of the complexity of export technology.Therefore,all regions should attach importance to the digital development of the government and implement the"broadband China"policy,which is of great significance to increase the complexity of export technology and improve the position of industrial products in the global value chain.
