Surveys and statistics are planned and purposeful activities that collect,organize,and analyze information that reflects the overall quantitative expression and factual attributes of objective things.They are methodological sciences for people to understand and transform the world.Investigation and statistics are the primary tasks of leadership work and the basis for policy decisions,in order to improve land policies,successfully hold the Gutian Conference,consolidate the Soviet government,collect accurate information,and provide a basis for decision-making.
