摘要 基于国家全民所有自然资源资产清查第二批试点的工作要求,本文总结了上海市在国有建设用地资产清查试点工作中遇到的难点,包括专题信息中空间图形与字段属性不规范、清查价格体系与基准地价的用途分类不一致、基准地价覆盖范围不全等。针对清查试点中存在的问题,探索形成上海实践:清洗各专题图层并形成“一张图”整合使用权信息的技术方法,建立基准地价与清查价格用途内涵之间的衔接规则,根据价格分布规律完善清查价格体系。并对清查工作提出相应的对策建议,以期为下一步全面开展清查提供参考。 Based on the requirements of the second batch of pilot work for the inventory of all public natural resource assets,this paper summarizes the challenges encountered in the pilot work of Shanghai's state-owned construction land asset inventory.The challenges include the non-standard spatial graphics and field attributes in the thematic information,inconsistent classification of inventory price systems and benchmark land prices,and incomplete coverage of benchmark land prices.Proposed solutions include the formation of an“integrated map,”the incorporation of land-use rights information,establishment of linking rules between benchmark land and inventory prices,and improvement of the inventory price system based on price distribution patterns.Finally,corresponding countermeasures and suggestions are proposed for the inventory of natural resource assets,providing references for future comprehensive implementations of the inventory.
