Study on Legal Protection of Ecological Conservation and High-quality Development in the Yellow River Basin

黄河对我国的经济社会发展和生态安全举足轻重。从环境法角度对黄河流域生态保护和高质量发展进行分析和阐释,汲取国外流域生态保护法治实践经验,应坚持生态优先的绿色发展理念,确立完备的全流域综合性法律体系,强化协作的环境法治管理机制,打造健全的环境公众参与制度,探索完善的生态保护补偿机制,实现生态保护法治化,从而推进黄河流域的生态保护和高质量发展。

The Yellow River plays a crucial role in the historical development and ecological security of China.This paper analyzes and interprets the ecological conservation and high-quality development of the Yellow River basin from the perspective of environmental law.Drawing lessons from the practical experience of overseas river basin ecological protection under the rule of law,we should adhere to the concept of ecological priority and green development,establish a comprehensive legal system for the whole basin,strengthen the cooperative environmental management mechanism by law,create a sound environmental public participation system,explore a sound ecological protection compensation mechanism,and realize the legalization of ecological protection,so as to promote the ecological protection and high-quality development of the Yellow River basin.
