开放大学在建设老年友好型社会中的功能和作用

The Function and Roles of the Open University in Building a Aged-friendly Society

建设老年友好型社会是应对人口老龄化的一项国家战略,也是一个国家文明、发展的重要标志。开放大学的功能包括了老年教育和社区教育,是我国建设老年友好型社会的一支重要社会力量。在实践中,开放大学依托自身的办学体系和教学网络,将老年教育和社区教育有机结合,并将教学点延伸到乡村和边远地区,打破了时空界限,消除了地区差异,最大可能实现了养老资源的优化配置。但是,受职能定位、资金和人员等因素影响,开放大学在建设老年友好型社会中的重要作用还没有充分发挥,需要从政策层面加强扶持,促进开放大学此项工作的可持续发展。

Building an age-friendly society is a national strategy to cope with the aging population as well as an important symbol of a country's civilization and development.The function of the Open University,consisting of the elderly education and the community education,is an important social force in building the age-friendly society in our country.In practice,the Open University,relying on its own platform and teaching network,organically combines the education of the elderly with that of the community,and extends its educational to the rural and remote areas,breaking down the boundaries of time and space and eliminating regional diff erences,thus the optimal allocation of its resources.However,due to the infl uence of functions,funds and personnel,the important role of the Open University in the construction of an age-friendly society has not yet been fully achieved and therefore has to be strengthened at the policy level to bring about the sustainable development of the Open University.
