积极老龄化视角下社区老年教育养教结合发展的推进路径

The Promotion Path of the Development of Combination of Community Education and Care Service for the Elderly in the Perspective of Active Aging

当前我国面临人口老龄化的严峻挑战,充分发挥社区老年教育养老服务功能对积极应对人口老龄化挑战至关重要。从积极老龄化视角来看,社区老年教育天然地具有养身、养心和养为的教育养老服务功能,推进养教结合发展是社区老年教育服务养老事业发展的重要途径。我国社区老年教育养教结合发展中尚存在养教功能惯性分离、养教机构协同不力、老年教育管理无序和养教结合激励不足等突出问题,应从打破思维惯性树立养教一体理念、立足机构差异促成协同发展格局、实施功能监管强化养教融合引导、优化激励机制推动养教结合创新等多个方面,采取措施推进社区老年教育养教结合发展,为我国养老事业进步提供社区教育的有力支撑。

At present,facing the severe challenge of the aging population,China has to highlight the elderly care service function of community education for the elderly to actively respond to the challenge of the aging population.From the perspective of active aging,community education for the elderly naturally has the functions of keeping the elderly healthy,both physically and spiritually,and facilitating their self-value realization.Promoting the combination of elderly education and care service is an important way for the development of community education for the elderly to serve the elderly care cause.In the development,there remain some outstanding problems,such as the inertia separation of education function and care service,poor coordination of education and care service institutions,disordered management of education for the elderly and insucient incentives for integration of education and care service.We should break the thinking inertia to establish the concept of integration of education and support,promote the cooperative development pattern based on institutional dierences,implement functional supervision and strengthen the guidance of integration of education and care service,optimize the incentive mechanism so as to promote the innovation of the combination of education and care service,to promote the development of the combination of education and care service for the elderly in the community,in order to provide strong support for the development of the elderly care in China.
