基于促进更新活化的历史地区保护规划实施机制研究——以上海历史文化风貌区保护规划为例

Research on the Implementation Mechanism of Preservation Planning in Historical Region Based on Promoting Renewal and Revitalization:Taking Shanghai's Preservation Planning of Historical and Cultural Districts as Examples

历史文化风貌区是集中体现上海城市历史文化价值的区域,从2003年起,保护规划一直作为风貌区建设活动重要的指导和依据,起到严格、成片保护风貌特色的作用。随着城市发展进入存量更新阶段,如何促进历史资源的活化利用,成为上海亟待解决的难题。文章梳理了风貌区保护规划的主要内容,从中心城和郊区两种空间,分析风貌区保护更新项目实施、运营等方面的情况和存在的问题,提出促进历史地区活化利用要更新保护观念,创新保护方法,不仅要优化保护规划自身的管控要求,兼顾刚性与弹性,还要建立基于需求导向的传导机制,挖掘文化品牌引领的源生机制,创新激发参与积极性的动力机制,完善各方协同的配套机制等;最后从顶层协同视角,提出后续相关的工作计划和建议。

The historical and cultural district is regarded as the area that best reflects the essence of Shanghai's historical and cultural value.Since 2003,preservation planning has been an important guide and basis for the area,playing a strict role in protecting its landscape characteristics.As urban development enters a new stage of stock renewal,how to promote the revitalization and utilization of historical resources has become an urgent problem for Shanghai to solve.This research combed and reviewed the main contents of the preservation planning of the area,and analyzed the implementation and operation of preservation and renewal projects at both the central city and suburb spaces.The study proposes that to promote the revitalization and utilization of historical region,to update the preservation concept and innovate the preservation methods.This includes optimizing the management and control requirements of the preservation planning,balancing rigidity and flexibility,and establishing a demand-oriented transmission mechanism.The study also suggests to strengthen exploration of the origin mechanism of cultural brand leadership,stimulate active participation of the driving force mechanism for innovation,and improve the supporting mechanism for unified coordination among all parties.At the end of the study,relevant work plans and suggestions are proposed from theperspective of top-level collaboration.
