政府引导基金与高技术产业绿色创新——绩效评价及作用机制研究

摘要 在理论分析基础上,采用超效率DEA、Tobit模型并选取2010—2020年中国高技术产业省级面板数据,实证检验政府引导基金对高技术产业绿色创新效率的影响及作用机制。研究结果表明:政府引导基金对高技术产业绿色创新效率具有显著的提升作用,在东部、中部和西部三大地区的影响系数依次下降但显著性依次提高;政府引导基金通过创新转化和产业规模机制显著促进了高技术产业绿色创新效率的提升,绿色偏好机制虽有积极影响但作用还不显著,三种机制能够较为充分地反映政府引导基金对高技术产业绿色创新效率的作用机制。 Based on theoretical analysis,applying Supper Efficiency DEA,Tobit models and panel data of China's provincial high-tech industry,to empirically evaluate the impact and mechanism of governmental guiding fund on the green innovation efficiency of the high-tech industry.Results show that:The governmental Guiding Fund has significantly promote the green innovation efficiency of the high-tech industry,the coefficient declines while the significance increases in order from the Eastern,Middle to Western region groups.The mechanisms of innovation transformation and industry scale both show insignificantly positive impact,while the green preference mechanism shows positive but insignificant impact,these three mechanisms can mostly explain the influence of governmental guiding fund on the green innovation efficiency of the high-tech industry.
