省市共建综合交通运输运行协调指挥系统研究

Research on the Coordination and Command System of Comprehensive Transportation Operation Jointly Built by Provinces and Cities

以搭建省市共建、数据共享、智能融合、业务协同、服务优质的省市综合交通运输运行监管体系为目标,建成集监测预警、协调调度、辅助决策、信息服务、视频联网“五位一体”的省市两级业务系统,详细阐述了省市两级共建综合交通运输运行协调指挥系统(TOCC)建设的主要内容、数据流转过程及省市两级可共用的业务支撑系统,为两级政府管理部门提供数据汇聚共享、交通行业监测、应急指挥调度、管理辅助决策、公众出行全方位服务,实现对省市交通信息资源的“聚、通、用”,充分推动大数据、人工智能、边缘计算等新技术与行业的融合发展,全方位支撑交通强国建设.

The goal of this paper is to build a provincial and municipal comprehensive transportation operation supervision system with joint construction,data sharing,intelligent integration,business collaboration and high-quality services.A provincial and municipal business system integrating monitoring and early warning,coordination and dispatching,decision-making assistance,information services and video networking has been built.The main contents of provincial and municipal TOCC construction,the data flow process and the business support system that can be shared at provincial and municipal levels are described in detail.It provides provincial and municipal governments with comprehensive services such as data aggregation,operation monitoring,emergency command,management decision-making and public travel.It realizes the“convergence,sharing and application”of provincial and municipal traffic information resources,fully promotes the integration and development of new technologies and industries such as big data,artificial intelligence and edge computing,and comprehensively supports the construction of a transportation power.
