摘要
为推行以公共交通为导向(TOD)发展理念,全球环境基金在中国选取以贵阳为代表的7个城市开展“可持续城市综合方式试点项目”.贵阳市借助世界银行赠款,对国内首条省会级环城市域快铁开展土地开发与交通一体化研究.研究结合环城快铁站点区位、线路衔接与用地布局,从土地集约利用出发,以都市广联、多网融合为指引,通过研判站点交通差异化设计类型、构建站点集散客流预测模型、确定衔接设施近远期实施规模、加强衔接设施精细化布局与设计,开展站城综合开发与交通一体化设计,推进环城快铁与城市协同可持续发展.研究以花溪南站为例,结合预测客流与衔接方式,提出交通衔接设施一体化布局建议,综合考虑近远期枢纽片区综合开发需求,开展站城融合下公共交通与慢行交通一体化设计,以此落实《国家综合立体交通网规划纲要》中枢纽“站城一体化、换乘一体化、运营一体化”要求,推动构建TOD理念下城市可持续发展新格局.
To promote transit-oriented(TOD)development,the GEF launched the Sustainable Urban Integrated Approach Pilot Project in seven cities in China,including Guiyang.With the help of a World Bank grant,Guiyang City carried out a study on the integration of land development and transportation for the first provincial capital-level express railway around the city in China.Based on the location,line connection and land use layout of the Ring Rail station,starting from the intensive utilization of land and guided by the integration of urban radio and multiple networks,the study will determine the differentiated design type of station transportation,build a prediction model of station collection and distribution passenger flow,determine the short-term and long-term implementation scale of connection facilities,strengthen the refined layout and design of connection facilities,carry out comprehensive development of station city and integrated transportation design,and promote the coordinated and sustainable development of the Ring City Express Rail and the city.Taking Huaxi South Railway Station as an example,combined with predicting passenger flow and connection mode,the study puts forward suggestions for the integrated layout of transportation connection facilities,comprehensively considers the comprehensive development needs of the short-term and long-term hub area,and carries out the integrated design of public transportation and slow traffic under the integration of station city,so as to implement the requirements of“station-city integration,transfer integration,and operation integration”in the National Comprehensive Three-dimensional Transportation Network Planning Outline,and promote the construction of a new pattern of sustainable urban development under the TOD concept.
