成都都市圈营商环境同城化水平测度研究

Measurement Study on the Homogenization Level of Business Environment in Chengdu Metropolitan Area

本文聚焦成都都市圈,从市场环境同城化、政务环境同城化、法治环境同城化三个维度,构建都市圈营商环境同城化指标体系,综合评价成都都市圈营商环境同城化水平及演变趋势。研究结果表明,成都市的营商环境同城化水平远领先于德阳、眉山、资阳,从时间顺序来看,成都都市营商环境同城化水平呈现逐渐回落,而德阳、眉山、资阳呈现更加趋同的变化趋势;从发展均衡性角度看,成都都市圈营商环境同城化的三个方面均处于发展正常状态,其中法治环境同城化的发展均衡性相对不均,市场环境同城化的发展均衡性最为突出;从空间演化角度看,2017-2021年,成都都市圈营商环境同城化水平整体变化不大,但2021年德阳市在同城化进步方面迅速超过了眉山市与资阳市。针对研究结论,本文提出成都都市圈营商环境应从“磁场”效应、“洼地”效应及融合发展效应三个方面促进同城化发展。

Focusing on Chengdu metropolitan area,this paper builds an indicator system for business environment homogenization from three dimensions of market environment,government environment and the rule of law environment,and the level and trend of Chengdu metropolitan area’s business environment homogenization and evolution are comprehensively evaluated.The research results show that the homogenization level of business environment in Chendu is far ahead of the cities of Deyang,Meishan and Ziyang.In terms of the time sequence,the homogenization level of business environment in Chengdu metropolitan area has gradually declined,while the homogenization level in the cities of Deyang,Meishan and Ziyang has shown a more convergent trend.From the perspective of development balance,all the three aspects of business environment homogenization in Chengdu metropolitan area are in a normal state of development,where the development balance of rule of law environment homogenization is relatively uneven,and that of market environment homogenization is the most prominent.From the perspective of spatial evolution,the overall change of the homogenization level of business environment in Chengdu metropolitan area has remained relatively stable from 2017 to 2021.However,in 2021,Deyang City has rapidly surpassed Meishan City and Ziyang City in the homogenization progress of business environment in Chengdu metropolitan area.Based on the findings of the study,this paper suggests promoting homogenization development of the business environment in Chengdu metropolitan area from three aspects:the“magnetic field”effect,the“lowland”effect,and the integration development effect.
