党的二十大报告关于“中国式现代化”系统定位背景下,中国式乡村治理现代化既作为实现国家治理现代化的重要基石,也作为中国式现代化的有机组成部分,成为推进农业农村现代化的重要路径。“中央一号文件”作为审视中国式乡村治理现代化的政策依据,其系统呈现了中国式乡村治理现代化历史研究与实践特征。中国式乡村治理现代化经历了探索发展、转型推进发展、全方位发展以及高质量发展的演进过程,实践过程中始终遵循国家领导人重要话语和“以人民为中心”的理论逻辑。基于当前中国乡村治理的时代特征与治理目标,全面推进中国式乡村治理现代化有必要以党建引领带动乡村治理现代化、以系统性建设推进乡村共同富裕、以信息化建设赋能数字乡村作为着力点和落脚点。

Under the background of systematic positioning of the“Chinese path to modernization”in the 12th National Congress of the Communist Party of China,Chinese rural governance modernization is not only an important cornerstone to realize the modernization of national governance but also an organic part of Chinese path to modernization,which is important to promote agricultural and rural modernization.As the policy basis for examining Chinese rural governance modernization,“No.1 Central Document”systematically presents the historical research and practice characteristics of Chinese rural governance modernization.Chinese rural governance modernization has experienced the evolution process of exploration and development,transformation and promotion development,all-round development and high-quality development.The practice process always follows the important discourse of national leaders and the theoretical logic of being“people-centered”.Based on the current era characteristics and governance goals of Chinese rural governance to comprehensively promote Chinese rural governance modernization,it is necessary to drive the modernization of rural governance by party building,promoting common prosperity in rural areas through systematic construction,and empowering digital villages with informatization construction as the focus and foothold.
