“重要论述”彰显人权理论发展的自觉性、主体性、时代性,饱含当代中国人权的理论创新、理论发展、理论提升、理论深化。“重要论述”总结了中国人权发展道路的生成逻辑、核心要义、特征经验,形成了系统化的人权发展道路理论;提出“以人民为中心”的人权理念,揭示了中国人权事业的人民主体性,超越了传统人权主体学说,拓宽了人民主体性的理论维度;以“生存和发展”“人民幸福生活”“人的自由全面发展”为主线构建了“基础性权利—目标性权利—最高价值追求”的“三阶层”人权体系结构;强调依法推进、协调推进、务实推进、平等推进人权,形成了既符合中国国情又带有普遍意义的人权保障方式理论;以构建人类命运共同体为指引,提出了推进更加公正、合理、包容的全球人权治理的整体性方案,丰富了人权文明多样性。
