世界百年未有之大变局正加速演进,国际形势的错综复杂严重影响到欧亚大陆的稳定与发展,给处于该地区的上海合作组织发展带来前所未有的挑战,但同时也为构建更加紧密的上海合作组织命运共同体提供了重要契机。在全球治理体系碎片化的背景下,上海合作组织治理理念和经验的先进性凸显,为该组织深度参与全球治理奠定了基础。俄罗斯对上海合作组织战略倚重大幅上升,也给该组织深化合作增添了新动能。随着外部环境日渐严峻多变,上海合作组织成员国对该组织的期待和需求趋大,相关政策趋向积极。作为国际和地区事务中重要的建设性力量,上海合作组织在新形势下需攻坚克难,继续大力发扬“上海精神”,从命运共同体理念阐释、机制建设、务实合作、深入参与全球治理等方面推动构建更加紧密的上海合作组织命运共同体。

The world is undergoing profound changes unseen in a century,and has entered a new period of transformation and turbulence.The complexity of the international situation has seriously affected the stability and development of the Eurasian continent,posing unprecedented challenges to the development of the SCO in this region,while at the same time providing new and important opportunities for building an even closer SCO community with a shared future.In the context of fragmentation of global governance system,the SCO's governance concepts and experience have highlighted its advanced nature,providing a unique opportunity for the Organization to further participate in global governance and to enhance its international influence.Russia's increasing strategic reliance on the SCO has also added new impetus to SCO cooperation.More importantly,as the external environment becomes increasingly severe and volatile,the SCO member states are gaining greater expectations and demands for the SCO,and their policies tend to be more positive.As an important and constructive force in international and regional affairs,the SCO should,under the new situation,seek advantages and avoid disadvantages,overcome difficulties,and continue to carry forward the"Shanghai Spirit."The SCO should also build an even closer SCO community with a shared future in terms of its conceptual interpretation,mechanism construction,practical cooperation,as well as in-depth participation in global governance.
