乡村振兴中的本土人才生成及其治理效应

The Generation of Local Talents and Its Governance Effect in Rural Revitalization

乡村振兴关键在于人才振兴,能否有效推动本土人才生成,事关乡土社会重构与治理有效达成。纵观过往治理主体研究,多侧重已经长成的回归精英,相对忽视尚待培育的本土村民。面对乡村人才振兴的定位局限,以少数民族村寨为个案,超越“城市—乡村”“精英—大众”“个人—群体”的二元视角,阐释在实践中挖掘本土人才,构建乡村治理组织,达成治理有效的过程。人才振兴应在乡村社会网络与文化特质的影响下激活动能,着重培育多元嵌入和组织统筹能力,以此助推城乡关系、权力关系和文化关系的有效整合。

The key to rural revitalization lies in the revitalization of talents,and whether it can effectively promote the generation of local talents is related to the effective achievement of rural social reconstruction and governance.Looking at the talent positioning of rural revitalization in the past,it mostly focuses on the returned elites who have grown up,and relatively ignored the local people who have yet to be cultivated.Faced with the limitations of talent revitalization,ethnic minority villages are considered as a case in this paper,which goes beyond the dual perspectives of“city-country”“elite-mass”and“individual-group”,and explains how to tap local talents in practice,build rural governance organizations,and achieve effective governance of processes.Talent revitalization should stimulate activities under the influence of rural social network and cultural characteristics,focusing on cultivating diversified embedding and organizational coordination capabilities,so as to promote the effective integration of urban-rural relations,power relations and cultural relations.
