An Analysis on the Path Optimization of Project Entering Village from the Perspective of Village Response

项目进村是推进乡村发展的重要方式,村庄回应能力事关项目实施成效。基于村庄回应分析视角,从项目进村中村庄对项目诉求的感知、与各个主体的认同构建以及实施主体间的共同行动三个回应过程,深入分析Z省W村改善项目进村实际效果的系列行动,可以得到以下结论和启示:提升村庄回应能力优化项目成效,需要以项目技术治理作为项目落实的基本遵循、调动村庄内部力量作为实现项目进村利益多赢的有效渠道、增进村庄内部的信任联结作为项目推进的有力保证、发挥乡村非正式规则对项目进村的优化作用。

Project entering the village is an important way to boost rural development,and the village response ability is closely related to the effectiveness of project implementation.From the perspective of village response,the paper deeply analyzes the actual effect of series of activities of improvement projects entering W village of Z province from three response processes of village perception of project demands,identity establishment of each subject and joint actions between subjects.It can be found that optimize project effectiveness by improving village response ability need to base project implementation on project-based technical governance logic,mobilize the internal forces of the village as an effective channel to realize the multi-win benefits of the project entering the village,enhance the trust and connection within the village as a strong guarantee for the project promotion,and give play to the optimization role of rural informal rules in the project implementation.
