高校创新创业教育“四链融合”发展的理论逻辑、现实困境及对策审思

创新创业教育是高校深入实施国家创新驱动发展战略、着力培养高层次创新型人才的发力点。加快教育链、人才链、产业链和创新链的融合建设是促进高校创新创业教育发展的重要举措。“四链”与高校创新创业教育发展具有内在一致性,以强化教育链、人才链、产业链和创新链的融合发展为关键,加强各链条上行为主体的理念协同、治理优化、需求联动,将有助于推进创新创业教育高质量发展。目前,“四链”各行为主体发展理念不同步,缺乏创新创业教育发展共构原动力;“四链”各行为主体间治理体系不协调,创新创业教育发展共构机制不健全;“四链”各行为主体间发展需求脱节,创新创业教育发展联动对接不紧密。这是高校创新创业教育发展的现实困境。强化协同育人理念、健全高校创新创业教育运行机制,加强发展需求对接、增强高校创新创业教育的适应性,优化政策“补链”环境、加强高校创新创业教育的制度保障建设,是推进高校创新创业教育“四链融合”发展的有效对策。

Innovation and entrepreneurship education drives universities to sincerely implement the national innovation-driven development strategy and focus on cultivating high-level innovative talents.Accelerating the integration of education,talent,industry,and innovation chains is an important measure to promote the development of innovation and entrepreneurship education in universities.The four chains are consistent with developing innovation and entrepreneurship education in universities.Supporting the concept coordination,governance optimization,and demand linkage of subjects in each chain will help promote the high-quality development of innovation and entrepreneurship education.The development concepts of various actors in the four chains are not synchronized,and there is a lack of driving force for the development of innovation and entrepreneurship education.The governance system among the various actors in the four chains is not coordinated,and the co-construction mechanism for developing innovation and entrepreneurship education is not sound.The practical difficulties in developing innovation and entrepreneurship education in universities are the disconnect between the development needs of various actors in the four chains and the lack of close linkage and connection in developing innovation and entrepreneurship education.It is necessary to strengthen the concept of collaborative education,improve the operational mechanism of innovation and entrepreneurship education in universities,strengthen the alignment of development needs,enhance the adaptability of innovation and entrepreneurship education in universities,optimize the policy supply chain environment,and strengthen the institutional guarantee construction of innovation and entrepreneurship education in universities so that they become effective measures to promote the four chain integration development of innovation and entrepreneurship education in universities.
