摘要
城市综合管廊的建设运营多通过PPP模式进行,由于城市综合管廊项目的准经营性性质,其项目的收益分配模式将成为激励私人资本参与的关键一环。目前,在解决项目收益分配问题的过程中,很少涉及项目阶段差异的问题,导致难以实现项目收益分配的动态平衡。基于过程阶段思想,设计综合管廊PPP项目阶段动态收益分配模型:首先确定收益分配影响因素即投入比例、风险分担、贡献度与参与积极性,为解决采用Shapley值法进行综合管廊PPP项目收益分配时产生的问题(忽略了很多影响收益分配的因素以及定性影响因素的不确定性),可使用云重心法对Shapley值进行改进,其次在Shapley修正收益分配的基础上,依据公私双方对收益分配的满意情况以及对项目的实际贡献两个方面,对收益分配依次进行协商调整。由实例分析知,随着项目的阶段性变化,收益分配的比例也会发生相应变化以匹配公私双方的利益诉求,验证了该模型的有效性,可为综合管廊以及相关行业的收益分配提供借鉴。
The construction and operation of urban comprehensive utility tunnels are mostly carried out through the PPP model.Due to the quasi-operational nature of urban comprehensive utility tunnel projects,the income distribution model of its project will become a key part of stimulating private capital to participate.At present,in the process of solving the problem of project income distribution,the problem of project stage differences is rarely involved,which makes it difficult to achieve a dynamic balance of project income distribution.Based on the idea of process stages,the dynamic income distribution model of the PPP project stage of the integrated utility tunnel is designed:Firstly,determine the influencing factors of income distribution,that is,the investment ratio,risk sharing,contribution and participation enthusiasm.While ignoring many factors that affect distribution and the uncertainty of qualitative factors,the cloud center of gravity method is used to improve the Shapley value,and secondly,on the basis of Shapley’s revised income distribution,according to the satisfaction of the public and private parties to the income distribution and the project in terms of actual contribution,the income distribution will be adjusted through negotiation in turn.According to the analysis of examples,with the phased changes of the project,the proportion of income distribution will also change accordingly to match the interests of both public and private parties,which verifies the validity of the model and can provide reference for the income distribution of integrated pipe corridors and related industries.
