省级层面“十四五”中医药发展规划政策文本分析

Analysis of the Policy Text of the 14th Five Year Plan for the Development of Traditional Chinese Medicine at the Provincial Level

目的:分析省级层面“十四五”中医药发展规划政策的文本特点,为完善政策提供参考。方法:检索各省“十四五”中医药发展规划政策文件,构建政策工具、发展体系、内容清晰度三维分析框架,进行政策文本量化分析。结果:纳入的25份政策文件形成了1821条政策内容,其中供给型、需求型、环境型政策工具分别占50.47%、19.33%、30.20%;发展体系中“服务体系”政策内容最多(37.84%);内容“清晰”的仅186条(10.21%)。结论:合理使用中医药发展各类政策工具,均衡规划中医药体系各领域发展,全面提高政策内容清晰度,为推动政策落实和目标实现提供保障。

Objective To analyze the characteristics of policy texts of the 14th Five Year Plan for the development of traditional Chinese medicine at the provincial level,and to provide reference for improving policies.Methods This article searched for the development planning policy documents of traditional Chinese medicine in various provinces during the 14th Five Year Plan,constructed a three-dimensional analysis framework of policy tools,development systems and content clarity,and conducted quantitative analysis of policy texts.Results 25 documents were included to form 1821 codes,with supply-based,demand-based and environment-based policy tools accounting for 50.47%,19.33%,and 30.20%,respectively.The service system was mentioned most frequently in the development system,accounting for 37.84%.186 texts with clear content accounted for 10.21%.Conclusion It is necessary to make reasonable use of various policy tools for the development of traditional Chinese medicine,balance the development of various fields of the traditional Chinese medicine system,comprehensively improve the clarity of policy content,and provide guarantees for promoting policy implementation and achieving goals.
