中国的“一带一路”研究及其学术话语权提升路径

China's the Belt and Road Research and Its Path Selection to Enhance Discourse Power

历经十年的发展,“一带一路”倡议已经历了从政策宣示到共建实践再到讲好故事的三个发展阶段,中国的“一带一路”研究也形成了由政策解读到学术话语构建再到话语权建设的三个阶段。当前,美欧日等国企图在舆论上围剿“一带一路”,围绕“一带一路”的大国话语博弈已经展开。面对“一带一路”学术研究中“美欧领跑而中国失语”的窘境,本文运用丝路学视域下形成的新阐释框架,对中国的“一带一路”研究进行了现状考察和分析。本文发现,中国学界尚未形成“一带一路”阐释合力的根源在于仍未澄清“谁来研究”“研究什么”“怎么研究”这三大疑惑。提升中国“一带一路”首倡国的学术话语权,应确立研究“一带一路”的新理念、提升阐释“一带一路”的新能力以及阐明“一带一路”的“中国路径”。

After ten years of development,the Belt and Road Initiative has gone through three stages of development,from policy declaration to joint construction practice to telling good stories. China's Belt and Road research has also developed from the stage of policy interpretation to academic discourse construction to discourse power construction. At present,the United States,Japan,Europe and other countries are attempting to suppress the Belt and Road in public opinion,indicating that the discourse game between major countries around the Belt and Road has already begun. In the face of the dilemma that “the U. S. and Europe are leading while China is losing its voice” in the academic research on Belt and Road,this paper uses the new explanatory framework developed from the perspective of Silk Road studies to investigate and analyze the current situation of China's the Belt and Road research. This paper finds that the Chinese academic community has not yet formed joint efforts to explain the Belt and Road because it has not clarified the three puzzles of “who will study”,“what to study” and “how to study”. To enhance China's academic discourse power as the initiators of the Belt and Road,it is necessary to establish a new concept of studying the Belt and Road,improve the new ability of explaining the Belt and Road,and develop the Chinese path of explaining the Belt and Road.
