“双碳”目标下中国五大重点区域工业绿色发展水平差异及成因识别

Differences and Cause Identification of Industrial Green Development in China's Five Key Regions under the“Dual Carbon”Goal

工业领域是中国节能降碳的主战场,大力推进工业节能降碳,提升工业绿色发展水平,是支撑中国如期实现“双碳”目标的关键环节。文章采用熵值法测度了2011—2021年中国五大重点区域的工业绿色发展水平,在此基础上借助Dagum基尼系数、Kernel密度估计和二次指派程序进一步识别了工业绿色发展的区域差异及其成因。研究发现:①考察期内,五大重点区域工业绿色发展取得显著成效,绿色经济效益、绿色生态、政策支撑不断改善,但各区域工业短板有所异同。②工业绿色发展的区域差异显著,但近年来差异呈缓慢缩小态势,部分区域极化问题严峻,区域间差异是总体差异的主要来源。③科创环境和产业结构是造成工业绿色发展区域差异的主导因素。文章立足“双碳”目标要求和区域特征提出优化路径,对协同提升中国工业绿色发展水平具有重要启示。

The industrial sector is the main battlefield for China's energy conservation and carbon reduction.Vigorously promoting industrial energy conservation and carbon reduction,enhancing the level of green industrial development are both the key link in supporting China's timely achievement of the"dual carbon"goal.This article uses the entropy method to measure the level of industrial green development in China's five key regions from 2011 to 2021.Based on the above,it uses Dagum Gini coefficient,Kernel density estimation,and quadratic assignment program to further identify regional differences and their causes of industrial green development.It's found that:1)During the inspection period,it had significant achievements in the green development of industries in the five key regions,with continuous improvement in green economic benefits,green ecology and policy support.However,there were differences and similarities in the industrial shortcomings of each region.2)The regional differences in industrial green development were significant,but in recent years,the differences have been slowly narrowing.The polarization problem in some regions was severe,and differences between regions were the main source of overall differences.3)The scientific and technological innovation environment and industrial structure were the leading factors that caused regional differences in industrial green development.This article proposes optimization paths based on the requirements of the"dual carbon"goal and regional characteristics,which has important implications for synergistically enhancing the green development level of China's industry.
