摘要
新就业形态劳动者是伴随新一轮信息技术革命出现,依托互联网平台获得就业机会,从事劳动工作并取得劳动报酬的一类劳动者。调查显示,新就业形态劳动者的劳动关系呈现去雇主化特征,劳动样态呈现平台化、灵活化、高强度等特征,职业待遇和保障呈现整体收入水平较高、内部收入分化明显、参保率相对较低等特征,职业生涯呈现流动性和不确定性较高等特征。建议从完善劳动者权益保障制度、建立职业技能认定和职称评定制度、健全就业优先政策体系等方面入手,为新就业形态劳动者职业健康发展保驾护航。
The new forms of employment labors are a category of employees who acquire occupational opportunities to obtain labor remuneration relying on the Internet platform,with the emergence of a new round of information technology revolution.The survey shows that the new forms of employment are characterized by the following features:the de-employerization of labor relations;the platformization,flexibility,and high intensity of labor patterns;the overall high level income,the apparent internal income differentiation and relatively low insurance rate of occupational remuneration and protection;and a higher degree of occupational mobility and uncertainty as well.It is recommended to improve the system of protecting labors'rights and interests,the system of vocational skills identification and professional title evaluation,to enhance the pro-employment policies,to ensure the healthy and smooth occupation development of labors in new employment patterns.
