我国大学依附发展的特征、根源与治理

尊重大学自主办学权,强化大学自治和自主发展,这是我国现代大学制度或高等教育治理现代化建设进程中的核心取向,然而大学的自主发展不仅要求具备适宜的外部环境,对于我国来说就是建立起理想的府学关系,要求政府赋予大学更多的自主权,同时更需要大学具备自主发展的能力。从现实来看,大学管理的制度传统和发展能力的局限性共同决定了我国大学的依附性发展特征。这意味着要实现大学以独立发展、自主发展为基础的高质量发展,必须在继续优化大学治理体制的同时,改进大学内部治理结构,增强大学的独立意识和自主发展能力,以使其能够更好地运用办学自主权,成为知识创新和服务经济社会发展的堡垒。

Respecting the right of universities to operate autonomously and strengthening university autonomy and autonomous development are the core orientation in the process of building a modern university system or modernizing higher education governance in China.However,the independent development of universities requires not only a suitable external environment,but also the establishment of an ideal relationship between government and universities in China,requiring the government to give universities more autonomy,and at the same time,universities need to have the ability of independent development.Realistically,the institutional tradition of university management and the limitations of development capacity together determine the dependent development characteristics of our universities,which means that to achieve high-quality development based on independent and autonomous development,it is necessary to continue to optimize the university governance system while improving the internal governance structure of universities and enhancing their sense of independence and capacity for autonomous development,so that they can better use their ability to run autonomy and become a bastion of knowledge innovation and service to economic and social development.
