摘要
基于8735位项目人才的履历提取1616位具有全职海外机构工作经历者,并对其流动信息进行结构化处理。统计分析显示,越来越多向国内流动的高层次人才有1个海外工作机构,“80后”“85后”人才向国内流动的时间有较大幅度的缩短。研究认为,国际形势大转折正考验着我国高端学术劳动力市场的运转能力,通过治理制度变革实现“被动式回国”向“主动式回国”的转向是构建人才回流良性机制的关键,新的国际形势将促成多极化人才交流新常态。
This study selects 1616 out of 8735 resumes of project talents who have worked in overseas institutions and analyses their information flow structurally.The results show that,more and more young talents transferring to China have worked in one overseas institutions;the return time of the post-80s and post-85s has greatly shortened.Research posits that,the international situation background is testing the operation capacity of China’s high-end academic labor market;the key to constructinga benign mechanism of talent return is to realize the transition from“passive return”to“active return”through the reform of governance system;the new international situation will promote a new normal of multi-polar talent exchange.
