基于三维分析框架的中国建设世界一流大学政策变迁特征研究

Study on the Characteristics of Policy Changes of Building World-class Universities in China Based on a Three-dimensional Analysis Framework

20世纪90年代以来,中国政府持续加大政策供给推动世界一流大学建设,政策供给呈现出明显的阶段性特征。以1993年至2020年中央政府发布的建设世界一流大学政策为研究对象,通过构建“政策主题—政策主体—政策效力”三维分析框架,分析了重点大学和重点学科建设阶段、世界一流大学建设阶段和“双一流”建设阶段中政策主题、政策主体和政策效力表现出的特点,进而分析了三个维度的变迁特征及互动效应,最后提出了中国建设世界一流大学政策的优化对策。

Since the 1990s,the Chinese government continues to increase the supply of policies to promote the construction of world-class universities.The policy supply presents obvious stage characteristic.This paper focuses on the policies of building world-class universities issued by the central government from 1993 to 2020,through constructing a three-dimensional analytical framework of“Policy subjects-Policy agencies-Policy effectiveness”.This paper analyzes the characteristics of policy subjects,policy agencies and policy effectiveness in the construction stages of key universities and key disciplines,world-class universities and“Double First-Class”.Then it analyzes the changing characteristics and interactive effects of the three dimensions.Finally,this paper puts forward the optimized countermeasures of the policy of building the world-class university in China.
