中国式高等教育现代化的制度建设与创新路径

System Construction and Innovation Paths for Chinese-style Modernization of Higher Education

马克思主义基本原理同中华优秀传统文化相结合拓展了中国特色社会主义道路的文化根基,促成了中国式现代化的文化形态。作为重要领域的中国式高等教育现代化,应基于深蕴中华民族现代文明的又一次解放思想,以建设合理有效的制度作为引领,形塑中国自主知识体系构建。新民主主义革命以来,“善政”之思下“社会主义建设以人为本”的制度理念、“善制”目标下模仿型“外源后发”向“内源自发”转型的制度设计、以及“善治”模式下摸索中国特色高等教育治理的制度实施,三位一体形成了高等教育现代化制度逻辑。如今,中国式高等教育现代化制度建设,必须坚持党的领导,以马克思主义中国化时代化的创新理论为指导,深化人民至上、促进人的全面发展的“善政”价值理念;以协调中外历时性与共时性、弥合现代性与传统性有机统一为旨归,创新内生性本土化与全球化深度共融的“善制”制度设计路径;以科学、民主、法治为根本意涵,创新厚植本土意蕴的治理范式,拓宽政府主导多元共治的“善治”制度实施路径。

The combination of the basic principles of Marxism and the traditional Chinese culture has expanded the cultural foundation of the path of socialism with Chinese characteristics while contributed to the cultural form of Chinese-style modernization.As one of the important fields of Chinese-style modernization,the construction of Chinese-style modernization of higher education should emancipate the mind based on the modern civilization of the Chinese nation,and shape the construction of China's independent knowledge system guiding by reasonable and effective system design.Since the new democratic revolution,the system concept of the people-oriented socialist construction rooted in “good politics”,the system design of the transformation from imitation by “exogenous development” to “endogenous spontaneity” based on the goal of “good system”,and the way of exploring the institutional implementation of higher education governance with Chinese characteristics under the “good governance” model have formed the institutional logic of the Chinese-style modernization of higher education.At present,the system construction of Chinese-style modernization of higher education must adhere to the leadership of the Communist Party,be guided by the innovative theories of modernization of Marxism in the context of Chinese nationalization,and deepen the value concept of “good politics” with people-oriented principals.To innovate the path of “good system” system design that is endogenously localized and deeply integrated with globalization with the aim of harmonizing diachronic and synchronic between China and foreign countries,bridging the organic unity of modernity and tradition.To innovate the path of “good governance” system implementation with government-led pluralistic co-governance as well as governance paradigm thickly rooted in local connotations based on the fundamental connotations of science,democracy and the rule of law.
