University Governance Guidelines:A High Quality Governance Instrument

大学治理准则是关于大学治理的原则和标准,是介于高等教育法律法规和大学内部规章制度之间的“软法”。治理准则的出现是多重因素作用的结果,既是为推动大学高质量办学而产生的治理工具,也有在高等教育系统层面完善治理功能的缘由。对国外大学治理准则的探讨,揭示出其发展具有趋同性下的非同步、非均衡特征。基于我国新时代高等教育高质量发展的现实需求,可进一步扩大准则治理实践范围,加快研制、出台中国特色大学治理准则,将其作为推动高等教育治理体系和治理能力现代化的一项内容。

University governance guidelines are the principles and standards of university governance.They are“soft law”that lies between national higher education laws and regulations and internal rules within universities.The emergence of governance guidelines is the result of multiple factors.It is created as a governance instrument to promote high-quality university education,and also caused by the needs to enhance the governance function at the higher education system level.The development of university governance guidelines in foreign countries are non synchronous and non equilibrium but convergent.Based on the needs of high-quality development of higher education in the new era in China,the scope of practice of“governance with guidelines”can be further expanded,and the development of university governance guidelines with Chinese characteristics can be accelerated as one part of promoting the modernization of higher education governance system and governance capabilities.
