GVC视角下贸易高质量发展水平测度——以“一带一路”沿线国家为例

Measurement of High-Quality Trade Development Level from the Perspective of GVC:Taking Countries of"the Belt and Road"as Examples

贸易高质量发展研究具有紧迫性,鲜有文献从全球价值链(GVC)视角进行分析。在界定GVC视角下贸易高质量发展内涵的基础上,构建了贸易高质量发展水平测度指标体系,并运用熵值法从综合水平和各子系统水平两个层面对“一带一路”沿线25个国家的贸易高质量发展水平进行了测度、分析。结果表明:“一带一路”沿线国家贸易高质量发展综合水平整体偏低,明星型、平庸型和落后型国家分别占样本总数的16%、52%和32%,但长期发展趋势向好,88%的沿线国家实现了贸易高质量发展综合水平的提升;不同国家在贸易高质量发展各子系统中发展水平差异较大,需重点和优先关注落后子系统水平,并全面促进各子系统水平协调优化。据此,提出了重视贸易高质量发展思想、着力培育贸易新型竞争优势等相关政策建议。

The need for research on the high-quality trade development is urgent,with a lack of literatures analyzed from the perspective of Global Value Chain(GVC).On the basis of defining the connotation of high-quality trade development from the perspective of GVC,we set up an evaluation index system and use the entropy method to measure and analyze the high-quality trade development level of 25 countries of"the Belt and Road"from the comprehensive and each subsystem level.The results show that,the comprehensive level of high-quality trade development of the 25 countries of"the Belt and Road"is generally low,and the number of star type,mediocre type and backward type countries accounts for 16%,52%and 32%of the total number of sample countries respectively.However,their long-term development trend is good,for 88%of these countries have improved their comprehensive level of high-quality trade development.There are significant differences in the development levels of different countries in various subsystems of high-quality trade development,so it is necessary to focus on and give priority to the level of the backward subsystems,and comprehensively promote the coordination and optimization of each subsystem.Based on this,relevant policy recommendations are put forward,such as paying greater attention to high-quality trade development and cultivating competitive advantage of trade.
