摘要
社会学新制度主义理论对于技术技能人才的跨域、跨界协同培养研究具有较强的适切性。从实践典型案例分析发现,对跨区域技术技能人才协同培养制度运行体系而言,规制性要素是其产生的必要条件,其为规制性要素与文化-认知要素共同作用的结果,守约是其得以维持的主要原因,制度固化及价值间距是致其弱化乃至消退的两大主因。在建立和发展跨区域技术技能人才协同培养制度运行体系的过程中,需要建立科学的外部政策支持系统和配套完善的内部治理体系,在共识基础上进行共治,方可优化其结构,为其提供更为充足的合法性,以实现新时代高质量发展的制度目标。
The new institutionalism theory of sociology has strong applicability to the research of cross-domain and crossboundary collaborative training of technical talents.From the analysis of typical practical cases,it is found that for the operation system of the trans-regional collaborative training system of technical skills,regulatory elements are the necessary conditions for its production,and it is the result of the joint action of regulatory elements and culture-cognitive elements.Compliance is the main reason for its maintenance,and institutional solidification and value gap are the two main reasons for its weakening and even fading.In the process of establishing and developing the operation system of the trans-regional collaborative training system for technical skills talents,it is necessary to establish a scientific external policy support system and a complete internal governance system,and carry out co-governance on the basis of consensus,so as to optimize its structure and provide it with more sufficient legitimacy,so as to achieve the institutional goal of high-quality development in the new era.
