摘要
目的为辽宁省生物医药产业创新生态系统的优化提供参考。方法构建包含4个准则层(创新主体、创新投入力度、创新产出能力、创新环境)及24个指标层(企业数量、研发经费、当年专利申请数、公路密度等)的生物医药产业创新生态系统评价指标体系。基于我国29个省级行政区(未纳入西藏、青海及香港地区、澳门地区、台湾地区)2011年至2021年的相关统计数据,采用全局熵值法及障碍度模型,分析辽宁省生物医药产业创新生态系统发展状况及障碍因素,并探讨其优化路径。结果辽宁省生物医药创新生态系统整体水平在纳入省级行政区中处于中下游,主要障碍因素为创新投入力度与创新环境,存在创新投入力度不足、创新环境较差、创新效率低、创新主体规模较小等问题。结论可通过加大产业研发投入和技术创新型人才引进的力度,优化产业布局加强科技创新环境建设和科技创新成果转化能力等路径优化辽宁省生物医药产业创新生态系统。
Objective To provide a reference for the optimization of biopharmaceutical industry innovation ecosystem in Liaoning province.Methods An evaluation indicator system of biopharmaceutical industry innovation ecosystem consisting of four criteria(innovation subject,innovation investment intensity,innovation output capacity,innovation environment)and 24 indicators(number of enterprise,research and development fund,number of patent application the same year,highway density)was constructed.Based on the relevant statistical data of 29 provincial-level administrative regions in China(excluding Tibet area,Qinghai,Hong Kong area,Macao region and Taiwan Region)from 2011 to 2021,the development status and obstacle factors of biopharmaceutical industry innovation ecosystem in Liaoning province were analyzed by the overall entropy method and obstacle degree model,and the optimal path was explored.Results The overall level of the biopharmaceutical industry innovation ecosystem in Liaoning province was medium or lower in the included provincial-level administrative regions.The main obstacle factors were innovation investment intensity and innovation environment.There were problems such as insufficient innovation investment,poor innovation environment,low innovation efficiency and small scale of innovation subject.Conclusion We can optimize the biopharmaceutical industry innovation ecosystem in Liaoning province by increasing the investment in industrial research and development,increasing the introduction of technological innovation talents,optimizing the industrial layout,strengthening the construction of technological innovation environment and transformation of technological innovation achievements.
