摘要
可靠完善的MRV体系(监测、报告、核查)是油气行业应对气候变化采取减排行动和进行减排绩效评估的基石,也是建立具有市场信誉及可信度的碳排放交易的质量控制手段。针对油气行业的甲烷排放特点,分别对甲烷监测技术和甲烷量化技术进行详细阐述,比对不同监测技术和量化技术的特点、适用性及局限性,结合12大类油气行业重要排放源,梳理企业甲烷MRV实施方案,并结合技术发展现状,提出油气行业的甲烷MRV技术体系发展趋势及需要进一步解决的问题,旨在为我国油气行业的MRV体系建设提供理论基础。
A reliable MRV is fundamental to take reduction actions and evaluate reduction performance of oil and gas industry in response to climate change,and it is also a quality control to establish a carbon emission trading market with high market reputation and credibility.According to the characteristics of methane emission in the oil and gas industry,the methane detection technology and methane quantification technologies were expounded,the characteristics,applicability and limitations among different detection and quantification technologies were compared.Based on 12 major emission sources in the value chain,the implementation scheme of methane MRV was summarized.Combined with the current situation of technology development,the development trend of methane MRV technology system in the oil and gas industry and the problems that needed to be further solved were proposed,aiming at providing a theoretical basis for the construction of MRV system in China′s oil and gas industry.
