农地确权对农户生计策略选择的影响研究——基于CHFS数据的实证分析

Impact of rural land right confirmation on farmers' livelihood strategy choices:empirical study based on CHFS data

农地确权是农村土地产权改革的一项重要举措,对于加快农村土地流转有积极意义,但农地确权的效果如何,以及是否改变了农户的生计策略选择还需要深入探究。本文基于2019年中国家庭金融调查数据,使用多元线性回归模型进行实证分析,检验农地确权政策和农户生计策略选择之间的关系,利用PSM模型进行稳健性检验,并通过中介效应模型,检验农地确权政策对农户生计策略影响的中间传导机制。研究发现:农地确权对农户生计策略选择产生显著影响,确权后农户倾向于选择偏农业型的生计策略;路径分析表明,农地确权通过促进农户农地流转,增加农业生产投入的劳动力资本、农业生产性投资,以及提高金融贷款可得性,促进农户倾向于选择偏农业型的生计策略。研究以农地确权政策为前提,为解决“谁来种地”“如何种好地”提出参考,以期通过配套政策措施更好地引导农户进行农业化生产提供建议,促进新型农业建设。

The confirmation of rural land right is an important measure of rural land property right reform,which has positive significance for accelerating the circulation of rural land,but it's necessary to explore the effect of rural land right confirmation and whether it changes the farmers'livelihood strategy choices.Based on the data of China Household Finance Survey(CHFS)2019,this paper empirically analyzes and tests the relationship between rural land right confirmation policy and farmers'livelihood strategy choices with multiple linear regression model.It uses the PSMmodel to test the robustness and examines the intermediate transmission mechanism of effect of rural land right confirmation policy on farmers'livelihood strategy with mediation effect model.It finds that rural land right confirmation has a significant impact on farmers'livelihood strategy choices,and farmers tend to choose agriculture-oriented livelihood strategy after the confirmation of right.The path analysis shows that rural land right confirmation promotes the preference of farmer households to choose agriculture-oriented livelihood strategy by pushing the circulation of rural land,increasing labor capital and productive investment in agricultural production input,and improving the availability of financial loans.It studies the premise of rural land right confirmation policy and puts forward a reference for solving the problems of"who will cultivate the land"and"how to cultivate the land well"to guide farmers to do well in agricultural production with supporting policies and measures and promote the construction of new agriculture.
