基于三重螺旋的科技成果转化机制与组合效应研究

科技成果转化是创新驱动发展和提升国家创新体系效能的重要环节,探讨政产学主体在科技成果转化中的组合效应,对实现区域经济高质量发展具有重要意义。采用DEA-SBM、NCA和fsQCA相结合的实证研究方法对2014—2021年安徽省16个地级市的科技成果转化效率进行定量测量并探索引致高/低科技成果转化效率的多元路径。实证结果发现:安徽省各地级市科技成果转化效率大部分未达到最佳水平;单个条件的必要性分析发现,不存在产生高科技成果转化效率的必要条件;存在两条影响高科技成果转化效率的路径,分别为产学技术驱动型和多主体资源联动型;存在三条引致低效的路径,分别是产学孤立型、政产学技术创新缺失型以及产学研发创新主导型。研究结果与安徽省各地级市自身定位相结合,提出了资源联动型、特色产业型、功能服务型三种针对性发展战略,对“中部崛起”省份提高科技成果转化效率具有一定参考意义。

The commercialization of scientific and technological achievements is an important link in innovation-driven development and improving the efficiency of national innovation system.It is of great significance for the high-quality development of regional economy to explore the combined effect of government-industry-university in the commercialization of scientific and technological achievements.The paper uses the empirical method combining DEA-SBM,NCA and fs QCA to quantitatively measure the efficiency of commercialization of scientific and technological achievements in 16 prefecture-level cities in Anhui Province from 2014 to 2021,and explores the multiple paths leading to high or low efficiency of commercialization of scientific and technological achievements.It finds that the efficiency of commercialization of scientific and technological achievements has not reached the optimal level in most of prefecture-level cities in Anhui Province;the analysis of necessity of single condition shows that there is no necessary condition for having high efficiency of commercialization of scientific and technological achievements;and there are two paths affecting the high efficiency of commercialization of scientific and technological achievements such as the industry-university-technology-driven model and the multi-subject resource linkage model.It also finds that there are three paths leading to low efficiency of commercialization of scientific and technological achievements such as industry-university isolation model,government-industry-university technological innovation deficiency model,and industry-university R&D and innovation-oriented model.The results are combined with the self-orientation of prefecture-level cities in Anhui Province.It puts forward three targeted development strategies of resource linkage,characteristic industry and functional service,which has certain reference significance for improving the efficiency of commercialization of scientific and technological achievements in the rise of central province.
