空间重组:基层公共服务治理的“空间转向”——以S市“大社区综合服务中心”为例

Spatial Reorganization:The“Spatial Turn”of Grassroots Public Service Governance——Taking the“Big Community Comprehensive Service Center”in S City as an Example

在推进社会治理重心下移背景下,系统提升基层公共服务效能,既是加强和创新城乡基层社会治理的重要内容,也是实现基层公共服务高质量发展的内在要求。当前,基层公共服务治理正面临着空间的限制,具体表现为物理空间的区隔、权力空间的碎化和关系空间的离散,提升基层公共服务效能需要推动空间重组。基层公共服务治理创新中的空间重组包括三个方面:通过物理空间的重组,重新设置基层公共服务单元;通过权力空间的重组,提升政府基层公共服务的整体效能;通过关系空间的重组,构建基层公共服务合作关系网络。以人为本的价值导向、党建引领的统筹协调、效率取向的分类治理和高效协同的技术赋能是空间重组的实现机制。通过空间重组提升基层公共服务效能,还须进一步理顺和明确不同行动主体间的职能和权责关系。

Under the background of promoting the downward shift of the focus of social governance,systematically improving the efficiency of grassroots public services is not only an important part of strengthening and innovating grassroots social governance in urban and rural areas,but also an inherent requirement to achieve high-quality development of grassroots public services.At present,the governance of grassroots public services is facing the limitation of space,which is manifested in the division of physical space,the fragmentation of power space,and the dispersion of relational space.To improve the efficiency of grassroots public services,it is necessary to promote spatial reorganization.The spatial reorganization in the innovation of grassroots public service governance includes three aspects,that is,the reorganization of physical space,the reorganization of power space,and the reorganization of the relationship space.The people-oriented value orientation,the overall coordination led by Party building,the efficiency-oriented classification governance,and the efficient and coordinated technology empowerment are the realization mechanisms of spatial reorganization.To improve the efficiency of grassroots public services through spatial reorganization,it is necessary to further rationalize and clarify the functions and rights and responsibilities between different actors.
