中国非物质文化遗产保护政策演进与内在逻辑

The Evolution and Internal Logic of China's Intangible Cultural Heritage Protection Policy

文章以非物质文化遗产保护的政策法规(2001—2021)为研究样本,采用Nvivo文本分析工具探析中国非物质文化遗产保护政策的演进特征和内在逻辑。研究表明:中国非遗保护政策演进呈现“整体波动上升、阶段特征显著、体系不断完善”的时序特征;非遗保护方式“层次推进、不断成熟”,并呈现从基础性保护向发展性保护延伸的内在逻辑;政策工具实现“环境主导型”向“环境-供给-需求平衡型”转变,政策工具内部使用各有侧重;非遗保护方式的政策工具使用情况呈现“环境工具主导”“政策工具平衡”和“需求工具强化”三种模式。

This article takes the policies and regulations on the protection of intangible cultural heritage(2001-2021)as a research sample,and uses Nvivo text analysis tool to analyze the evolution characteristics and internal logic of China s intangible cultural heritage protection policies.The research shows that Chinas intangible cultural heritage protection policy presents the chronological characteristics of"overall fluctuated rise,significant stage characteristics,and continuous improvement of the system";the protection method"advances at different levels and matures continuously",and presents the internal logic of extending from basic protection to developmental protection;policy tools accomplish the transformation from"environment-oriented"to"environment-supply-demand balance",and the internal use of policy tools has different emphasis;the use of policy tools for protection methods of intangible cultural heritage presents"environment-oriented","policy-balanced",and"demand-enhanced"modes.
